IMO 2026 Regulations: What Vessel Owners Need to Know

New emission standards take effect this July. Here's how they affect vessel valuations and what to prepare for.

What's Changing

The International Maritime Organization's 2026 emission standards represent the most significant regulatory shift since the 2020 sulphur cap. Starting July 1, 2026, all vessels above 5,000 GT operating in designated Emission Control Areas must meet Tier III NOx emission standards or implement approved abatement technology.

Key Requirements

  • NOx Tier III compliance: Vessels must either have Tier III-compliant engines or install Selective Catalytic Reduction (SCR) systems.
  • Carbon Intensity Indicator (CII): Annual CII ratings will now affect operational permits in certain jurisdictions. Vessels rated D or E for two consecutive years face operational restrictions.
  • Energy Efficiency Existing Ship Index (EEXI): All existing vessels must demonstrate compliance through technical modifications or engine power limitations.

Impact on Vessel Values

These regulations are already affecting the second-hand market:

  • Compliant vessels: Ships built after 2016 with Tier III engines are commanding 15–20% premiums over similar non-compliant vessels.
  • Non-compliant vessels: Older vessels facing retrofit costs of $500K–$2M are seeing downward pressure on asking prices.
  • Scrapping acceleration: Vessels where retrofit costs exceed 30% of market value are being retired, tightening supply of working tonnage.

What Sellers Should Do

If your vessel is compliant, highlight this prominently in your listing — it's a significant selling point. If not, consider whether the retrofit investment makes commercial sense before listing, and price accordingly.

What Buyers Should Check

Always verify emission compliance status during due diligence. Ask for the EEXI certificate and current CII rating. Factor in any required retrofit costs when evaluating the asking price.
